BDC Honored with Two 2025 IEDC Excellence Awards for Harbor Point and 4MLK Projects

The Baltimore Development Corporation (BDC) has been awarded two 2025 Excellence in Economic Development Awards by the International Economic Development Council (IEDC) for cities with a population greater than 500,000. The awards recognize BDC's work on the Harbor Point and 4MLK projects, which have driven significant economic and community impact in Baltimore.

The IEDC’s annual Excellence Awards honor transformative economic development projects that profoundly affect communities. BDC received a Gold award in the Innovative Financing category for Harbor Point, and a Silver award in Real Estate Development & Reuse for 4MLK. Harbor Point has retained major employers such as T. Rowe Price, Morgan Stanley, and Exelon, while adding a new five-acre public waterfront park. The 4MLK project serves as a gateway connecting the University of Maryland BioPark, the University of Maryland, Baltimore, and the University of Maryland Medical Center, providing life sciences expansion space, a public plaza, community space, and retail opportunities.

“Baltimore continues to demonstrate what it means to deliver transformative projects at scale,” said Nathan Ohle, IEDC president and CEO. “BDC’s work reflects a deep commitment to the power of economic development to create lasting impact.” Baltimore Mayor Brandon M. Scott praised the recognition, stating, “These aren’t just good business moves; they’re sources of opportunity for all of our residents.”

Otis Rolley, president and CEO of BDC, emphasized collaboration: “These awards reflect the power of collaboration, our team and partners working together to build an accessible Baltimore.” BDC shared the recognition with partners including Beatty Development, Wexford Science & Technology, and the University of Maryland BioPark. The awards were presented at the IEDC 2025 Annual Conference in Detroit, MI, September 15-16. For more information, visit IEDC’s Award Gallery.
