D-Wave Quantum Inc. (NASDAQ: QBTS), the only dual-platform quantum computing company offering both annealing and gate-model systems, has executed a definitive agreement with the U.S. Department of Commerce for up to $100 million in funding under the CHIPS and Science Act. The award, which follows a previously announced Letter of Intent, provides D-Wave with access to federal resources to advance its quantum computing initiatives and reinforce U.S. leadership in the emerging quantum industry.
The significance of this agreement extends beyond a single company. It signals a coordinated federal effort to ensure that the United States remains at the forefront of quantum computing, a technology with far-reaching implications for national security, economic competitiveness, and scientific discovery. By investing in D-Wave, the government is betting on a company that has already demonstrated commercial viability and a unique dual-platform approach that spans both annealing and gate-model quantum systems. This investment is expected to help scale domestic quantum capabilities, strengthen the underlying supply chain, and bring increasingly powerful quantum systems to market.
Dr. Alan Baratz, CEO of D-Wave, emphasized the strategic importance of the award: “We’re grateful to the U.S. government for this award to D-Wave and for the leadership it is demonstrating in advancing quantum innovation. The Administration has made clear that U.S. quantum leadership will require not only breakthrough research, but also the ability to scale, commercialize and manufacture these technologies. This award will help fulfill that mission by expanding domestic quantum capabilities, strengthening the underlying supply chain and bringing increasingly powerful quantum systems to market.”
The funding comes at a critical time. Quantum computing is poised to revolutionize fields such as drug discovery, materials science, logistics, and artificial intelligence. As other nations, notably China, ramp up their quantum investments, the U.S. risks losing its competitive edge without sustained support for both research and commercialization. The CHIPS and Science Act, which allocated billions for semiconductor manufacturing and emerging technologies, recognizes quantum computing as a pillar of future economic and military strength. D-Wave’s award is one of the first major disbursements specifically for quantum under this act, setting a precedent for further public-private partnerships.
For D-Wave, the funding will support research and development initiatives, including efforts to scale its quantum systems and enhance its Leap quantum cloud service, which boasts 99.9% availability and uptime. More than 100 organizations across commercial, government, and research sectors already trust D-Wave to address complex computational challenges. The award also includes provisions for the U.S. Department of Commerce to receive shares of common stock, aligning the government’s interests with the company’s success. However, the agreement is subject to risks, including the possibility that the Department may terminate the award, that D-Wave may fail to meet project milestones, or that appropriated funds may not be available.
