Hong Kong Science and Technology Parks Corporation (HKSTP) signed three memoranda of understanding (MoUs) during FinTech Week x StartmeupHK Festival 2026, held from 2 to 3 November, marking a concerted effort to position the city at the forefront of AI-enabled finance. The agreements, announced at the HKSTP Pavilion, aim to connect local tech ventures with global payment networks, trust frameworks, and quantitative trading platforms, thereby accelerating fintech development and expanding market reach.
The most prominent MoU is a strategic partnership between HKSTP and Visa, focusing on three areas: AI-enabled and agentic commerce, digital payment adoption and use cases, and engagement initiatives. By combining networks in the banking, financial services, and insurance (BFSI) sector with the innovation and technology (I&T) ecosystem, the partnership is expected to speed up fintech innovation in Hong Kong and bring the public-private community closer. Terry Wong, CEO of HKSTP, stated that collaboration across industries has always been central to what the organization advocates, and that the signing reflects its commitment to advancing the city's I&T landscape. Paulina Leong, General Manager of Visa Hong Kong and Macau, added that HKSTP's ecosystem gives start-ups the environment to innovate and grow, and that Visa can bring its global network, technology, and expertise to help innovators turn ideas into real-world solutions and scale them internationally.
Two additional MoUs were signed between park companies and industry players. Fill Easy and AIR by Animoca Brands are pursuing qualification for trust service provider status under the EU's eIDAS 2.0 framework, a move that could open doors to European digital identity markets. Separately, AIVI Technologies and CASH Group are launching AI-powered thematic index solutions on the Quantphemes trading platform, with the CASH Quant Finance Lab operating within the HKSTP ecosystem. These agreements underscore the diverse applications of AI in finance, from digital identity to quantitative trading.
The event also featured panel discussions on fintech development and AI & DeepTech applications, bringing together industry leaders, ecosystem partners, and policymakers. Twenty park companies showcased innovative solutions spanning Wealth & RegTech, Web3 & Digital Assets, Life & Health InsurTech, and GreenTech, all incorporating AI. These showcases, along with business matching sessions, aimed to solidify Hong Kong's role as a connector of sectors and markets.
The implications of these announcements are significant for Hong Kong's fintech sector. By partnering with Visa, HKSTP is giving local startups access to a global payment infrastructure and expertise, which could help them scale beyond Hong Kong. The focus on AI-enabled commerce and agentic commerce—where AI agents transact on behalf of users—positions the city at the cutting edge of financial technology. The eIDAS 2.0 alignment for Fill Easy and Animoca Brands could facilitate cross-border digital identity services, while the AI-driven index solutions from AIVI and CASH Group demonstrate the growing sophistication of local fintech offerings.
