As the new school year begins, the California Office of Traffic Safety (OTS) and Caltrans are intensifying efforts to ensure the safety of students, parents, and school staff. With increased traffic around school campuses during drop-off and pick-up times, the agencies are urging drivers, pedestrians, and bicyclists to follow their 'ABCs': stay Alert for Bicyclists and watch for and yield to Children crossing the street.
This initiative comes in response to the heightened risks that accompany the back-to-school season. According to OTS, children are particularly vulnerable because they lack the protections afforded to vehicle occupants. The campaign emphasizes that drivers bear a significant responsibility to protect those outside vehicles.
For drivers, the guidance includes adhering to speed limits, exercising extra caution at crosswalks and intersections, avoiding distracted driving, and never driving under the influence. Drivers are also reminded to give bicyclists at least three feet of space when passing and to adjust driving for adverse conditions such as rain, fog, or darkness.
Pedestrians are encouraged to use sidewalks when available, cross only at designated crosswalks, and make eye contact with drivers before crossing. Visibility is a key concern, especially during early morning or evening hours, so wearing bright or reflective clothing and carrying lights is advised. Additionally, pedestrians should avoid using phones or wearing headphones while crossing streets.
Bicyclists, including those on e-bikes, are advised to plan routes along bike paths or dedicated lanes, equip their bikes with lights and reflectors, and always wear properly fitted helmets. Learning hand signals and yielding to pedestrians are also critical safety measures. The OTS highlights that e-bikes, which can travel at higher speeds, pose greater risks, and riders must be aware of local regulations. For instance, helmets are required for all Class 3 e-bike riders, and riders must be at least 16 years old.
The campaign also addresses the growing popularity of e-bikes among young people. OTS notes that Class 1 and 2 e-bikes can reach 20 mph, while Class 3 can hit 28 mph, increasing the severity of crashes. Parents and guardians are urged to understand local laws and ensure their children follow safety guidelines, including wearing helmets and avoiding roads with heavy traffic.
