The U.S. Army Corps of Engineers has published a Notice of Intent to prepare an Environmental Impact Statement for the Arctic Project, a high-grade copper-zinc-lead-gold-silver deposit in Alaska's Ambler Mining District. The move formally initiates environmental review under the National Environmental Policy Act and launches the public scoping phase. The project is being advanced by Ambler Metals LLC, the 50/50 joint venture between Trilogy Metals Inc. and South32 Limited.
The Notice of Intent represents the first key federal milestone under the coordinated federal and state permitting schedule published in July 2026. Under the approximately 29-month review timetable, the schedule continues to target publication of a draft EIS in October 2027 and a Record of Decision in September 2028, with remaining federal and state authorizations targeted for overall completion in November 2028. The initiation of the federal review is significant because it sets the clock on a defined permitting path, giving investors and stakeholders a clear timeline for when the project could receive final approvals.
For Trilogy Metals, the start of the EIS process is a critical de-risking event. The Arctic Project is one of the most advanced copper development assets in North America, and a successful permitting outcome would position the company to help meet growing global demand for copper, a metal essential to electrification and renewable energy infrastructure. The Ambler Mining District is considered one of the richest and most prospective copper-dominant districts in the world, hosting polymetallic volcanogenic massive sulfide deposits that contain copper, zinc, lead, gold and silver, as well as carbonate replacement deposits with high-grade copper and cobalt mineralization.
The joint venture with South32, a globally diversified mining and metals company, provides additional technical and financial strength. South32 exercised its option to form the 50/50 joint venture in December 2019, and the two companies have since worked to advance the Upper Kobuk Mineral Projects, which include the Arctic and Bornite deposits. The UKMP spans approximately 190,929 hectares and is located in northwestern Alaska. Ambler Metals also has an agreement with NANA Regional Corporation, Inc., an Alaska Native Corporation, which provides a framework for exploration and potential development in cooperation with local communities.
