The program aims to establish a documented standard for training, equipment, and response protocols to prevent escalation, targeting a U.S. workforce of approximately 1.28 million security guards across various sectors including corporations, healthcare, education, retail, hospitality, transportation, and critical infrastructure.
The initiative follows a June 15 ruling by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) that classified the BolaWrap 150 as neither a firearm under the Gun Control Act nor a weapon under the National Firearms Act. This ruling removes a federal barrier, allowing the device to be used as an early intervention option for unarmed security personnel. The BolaWrap 150, a non-lethal restraint device, deploys a multi-sensory distraction and a tethered Kevlar cord to temporarily restrain individuals without causing pain or injury, providing a safer alternative to higher-force options.
Under the partnership, WRAP will own, certify, and audit the Safe Response standard, while organizations can adopt it for their own security operations and require contracted providers to certify personnel. XINSURANCE will handle insurance-related activities, including product design, underwriting, pricing, placement, and claims. This model expands WRAP's addressable market beyond law enforcement, enabling enterprises with security-related risk to implement the standard across their properties and contracted security operations.
The program addresses a growing need for non-lethal tools and training in the private security sector, where guards often face situations that could escalate to violence. By establishing a certified standard, WRAP aims to improve safety outcomes for both security personnel and the public. The BolaWrap 150 has been adopted by over 1,000 agencies in the U.S. and 60 countries, with training certified by the International Association of Directors of Law Enforcement Standards and Training (IADLEST).
